Sounds like the guest is missing the driver for the virtual USB controller.
Can we get your .vmx file, and a screenshot of the VM's Device Manager?
I don't have a copy of WinME available right now, but I think I remember that it only included drivers for USB 1.1; so I would first try disabling EHCI, and if that didn't help, lowering the virtual hardware version to 4.
